DECISION: REFUSED
The following reason(s) for refusal are associated with this decision:
Reason(s)
1. The application does not include any justification of the loss of the existing residential
unit. This is such that the proposal is contrary to Policy H1 of the Adopted Bristol
Local Plan (1997), and policy BCS5 of the emerging Bristol Development Framework,
Core Strategy, with Potential Minor and Significant Changes (December 2010).
2. The sensitive location of the application property amongst dwellings within a
residential area is such that the proposed opening hours (10.00am until 11.00pm
Sunday to Thursday and bank holidays, and 10.00 am until 01.00am on Friday and
Saturday) would cause harm to the residential amenity of neighbouring occupiers
through the generation of noise and disturbance associated with vehicle movements
and general comings and goings linked with the proposed use of the premises late
into the evening and into the early hours of the morning. As such the proposal would
be contrary to policies ME4 and B1 of the Adopted Bristol Local Plan (1997).
