Just caught someone going through my bins again (road off north st) and they leave such a mess. Bins are closer to pavement than most but can't help it and don't want to leave rotting sacks indoors. Any suggestions?

Was it a council officer? I've caught one looking through our bins before but that was very early in the morning, obviously hoping he wouldn't be spotted as he had a good nose through our rubbish. I opened the window and asked him what he thought he was doing and he grabbed his clipboard and ran, the coward!

I don't think so - unless he was in disguise! It was midday and a scruffy-looking bloke. It's happened a few times now but only actually caught someone in the act the other day. As soon as he spotted me he scuttled off.
Doesn't surprise me about the council though, especially now they're looking at the bin chipping scheme. Maybe I should be grateful people are taking stuff if they introduce it!!!

Exactly, you probably want to start encouraging them to take stuff now!! Maybe stick a notice on there: "Quality Rubbish. Feel free to help yourself, but please keep it tidy!"
